PHILIP I. BRILLIANT, CHMM, LSRP
Owner/Principal Environmental Scientist
Philip I. Brilliant, CHMM, LSRP has had an extensive and distinguished career with more than 20 years experience in the environmental consulting field. Prior to launching Brilliant Environmental Services, LLC (Brilliant), he was owner of the Toms River, NJ-based Environmental Evaluation Group (EEG) from 1993 to 2003 and became president in 2002.
During his decade-long tenure at EEG, Phil helped grow the company from one office, four employees, and gross sales of $425,000 to two offices, 38 professionals, and $7+ million in sales. In addition, he transformed the firm into one of the most reputable underground storage tank remediation firms in NJ, providing consulting services for a number of Fortune 100 companies.
His well-rounded expertise also includes project management; field supervision; quality control of field data and data-acquisition techniques; development and implementation of site-specific sampling methodologies for air, soil, and water contaminants; environmental permitting for development and site compliance; soil boring; child care licensing environmental assessments in NJ; and well-installation supervision. In October 2009, Phil was approved as one of the first Licensed Site Remediation Professionals (LSRP) in NJ in accordance with the Site Remediation Reform Act.
Mr. Brilliant has managed numerous environmental due diligence portfolios and is frequently tapped for expert environmental litigation testimony. He also provides testimony at planning and zoning board meetings throughout NJ, NY, and PA.
A graduate of Cook College at Rutgers University, Phil earned a Bachelor of Science degree in international environmental studies/law and institutions and has since been awarded numerous registrations and certifications from State and national organizations. He is past President of the Ocean County Business Association (OCBA) and the current President of Congregation B’nai Israel in Toms River.
In May 2010, Phil was nominated by NJ Governor Christie to serve on the State’s Site Remediation Professional Licensing Board (SRPLB) as one of the thirteen members. In June 2010, Phil’s nomination was confirmed by the NJ State Senate and will serve for two years.
Along with his sister, Dr. Anna Schetman, Phil established the Marilyn D. Brilliant Educational Scholarship Fund at Temple Beth El in Somerset, NJ in memory of their mother.
ANTHONY S. BELFIELD, PG
Pennsylvania Regional Manager/Senior Hydrogeologist
Anthony Belfield oversees Brilliant’s PA operations in the Bensalem office, as well as petroleum remediation projects in NJ. He has more than 20 years of experience in risk assessment, drilling services, and remediation projects throughout the northeast and is responsible for state and federal compliance of environmental laws and regulations. Mr. Belfield conducts Phase I and II environmental assessments, brownfields redevelopment, site remediation, environmental due diligence, and business development. Anthony is also a councilman in Bensalem, PA.
JONATHAN A. LIBOUREL, LSRP
New Jersey Regional Manager/Senior Hydrogeologist
Jonathan Libourel oversees Brilliant’s underground storage tank operations, including soil and groundwater investigation and remediation on residential and commercial properties. He is responsible for remedial activities and investigations, along with the firm’s remedial action workplan design and implementation in NJ, using technologies like in-situ chemical oxidation and multi-phase recovery. Jonathan provides development and implementation of site-specific sampling methodologies for contaminants in the air, soil, and water; permitting and operation of remedial systems for contamination of soil, groundwater, and surface water; soil boring; well-installation supervision; groundwater modeling; and report preparation.
BARBARA BISH
Finance Director/Office Manager
Barbara Bish provides financial leadership to support Brilliant’s planned and profitable growth. She is responsible for forecasting, financial reporting, planning, and developing key project-management tools used to manage job cost and profitability. She also ensures that Brilliant maintains an appropriate capital structure to support its operations and growth. Prior to joining Brilliant, Barbara oversaw financial operations for an environmental consulting firm, land development/construction company, and retail establishment.
CASEY C. TWELE, PG
Director of Business Development/Senior Geologist
Casey Twele is a geology professional with 10 years of experience in the environmental consulting field. Her experience includes project management and field oversight of the investigation and remediation of various impacts in air, soil, groundwater, surface water, and sediment. Ms. Twele combines her technical experience and knowledge of the market place to pursue business development opportunities. Ms. Twele is responsible for the daily business development and marketing goals of Brilliant as well as producing print and web based advertising. Ms. Twele is the visible force of Brilliant, attending trade shows, business meetings, technical events and seminars. She works directly with the owner and founder of Brilliant, to maintain and grow the market-base and business opportunities for the company in NJ, PA and abroad.
ROBERT BOEHLER
National Director of Operations
Robert Boehler oversees Brilliant’s field operations, including scheduling, tank removals, MPR, and management of remediation and excavation services. In addition, he prepares estimates and proposals for tank closures and remediation excavations, maintains the company’s mobile remediation systems, and oversees the purchase and repair of Brilliant vehicles and equipment.
JOSEPH W. KRULIK, PG, LSRP
Senior Project Manager/Senior Hydrogeologist
Joseph Krulik provides expert review of technical matters pertaining to aquifer testing, fate and transport of contaminants in the subsurface, regulatory interpretation and overall project management. Mr. Krulik oversees the remediation of retail service stations and industrial sites in New Jersey and Pennsylvania, as well as advising on expert services. As a senior member of the staff, Mr. Krulik advises staff professionals on preliminary assessment, subsurface investigation, remedial investigation, feasibility and pilot studies, remedial action, risk assessment, ISRA, regulatory interpretation and implementation.
DONALD R. FINNEGAN
Project Manager/Senior Environmental Specialist
Donald Finnegan oversees Brilliant’s field operations, including scheduling, tank removals and testing, MPR, and management of field personnel. In addition, he prepares estimates and proposals for tank closures and remediation excavations, maintains the company’s laboratory certifications, and oversees the purchasing, calibration, and repair of Brilliant field equipment.
MARK MAROTTA
Project Manager/Senior Project Scientist
Mark Marotta is a project manager in the Commercial UST Services Division and is responsible for overseeing the completion of Site Investigations, Remedial Investigations and Remedial Action in New Jersey in accordance with the Technical Requirements for Site Remediation (NJAC 7:26E). Mark’s experience includes quality assurance and quality control of field data and data acquisition techniques, development and implementation of site-specific sampling methodologies for contaminants in the air, soil and water; soil boring, well installation supervision, tank closure oversight and report preparation. He has also overseen the installation of monitoring wells and completed groundwater sampling at retail service stations and bulk storage facilities and is responsible for implementation of Remedial Action Workplans, including groundwater and soil remediation, using various technologies such as In-Situ Treatment and Multi-Phase Recovery.
JEFF KROHN
Project Manager/Senior Project Scientist
Jeff Krohn is a project manager in the Brownfields Division and is responsible for the completion of Phase I and Phase II Environmental Assessments in accordance with ASTM and AAI Standards as well as completing NEPA compliance investigations. Mr. Krohn also is responsible for the completion of Preliminary Assessments, Site Investigations, and Remedial Investigations in accordance with the New Jersey Technical Requirements for Site Remediation (NJAC 7:26E). Mr. Krohn’s experience includes quality assurance and quality control of field data and data acquisition techniques; development and implementation of site-specific sampling methodologies for contaminants in the air, soil and water; soil boring, well installation supervision, and report preparation.
