Brilliant Environmental Services was founded by Philip I. Brilliant after more than a decade in environmental consulting and contracting. Today, Phil brings more than 30 years of industry experience to every project, helping clients solve some of New Jersey’s most complex environmental challenges.
That experience extends far beyond consulting.
Phil has served on the New Jersey Licensed Site Remediation Professional (LSRP) Board, helping oversee the licensing and professional standards governing site remediation across the state. His leadership and technical expertise have made him a trusted resource for property owners, attorneys, developers, engineers, and fellow environmental professionals.
Today, Brilliant Environmental Services has three Licensed Site Remediation Professionals (LSRPs) on staff, allowing projects to move efficiently while maintaining the high professional standards required under New Jersey’s environmental regulations.

Philip Brilliant has dedicated much of his career to advancing environmental education throughout New Jersey. As a co-founder and Chief Financial Officer of Continuing Professional Education Services (CPES), a nonprofit organization created to provide continuing education for licensed and certified professionals, he helps ensure environmental consultants, engineers, geologists, planners, and other industry professionals have access to high-quality training on changing regulations, technical practices, and emerging issues.
In addition to leading Brilliant Environmental Services, Phil frequently serves as an instructor and lecturer for CPES and has presented educational programs for Rutgers University, Montclair State University, NJIT, the New Jersey Department of Environmental Protection (NJDEP), the Licensed Site Remediation Professional Association (LSRPA), the Academy of Hazardous Materials Managers (ACHMM), and numerous professional organizations throughout the region.
