What Is a Licensed Site Remediation Professional?

The Site Remediation Reform Act (SRRA) changed the way contaminated sites are managed in New Jersey by creating the Licensed Site Remediation Professional program.

Today, most remediation projects are conducted under the supervision of an LSRP rather than direct oversight by the New Jersey Department of Environmental Protection (NJDEP).

An LSRP is licensed by the State of New Jersey to:

  • Direct environmental investigations
  • Oversee remediation activities
  • Ensure compliance with applicable regulations
  • Exercise professional judgment throughout the remediation process
  • Issue a Response Action Outcome (RAO) when remediation requirements have been satisfied

The RAO serves as the case closure document for most remediation projects, replacing the former NJDEP No Further Action (NFA) process.

Leadership Within the LSRP Program

Brilliant Environmental Services has played an active role in the development of New Jersey’s site remediation program.

Founder Philip I. Brilliant, CHMM, LSRP, was appointed by Governor Chris Christie in 2010 to the New Jersey Site Remediation Professional Licensing Board. Throughout his service, Phil has contributed to the continued development of the LSRP program through leadership on numerous Board committees, including the Audit Committee, Professional Conduct Committee, Rules Committee, and SRRA 2.0 Committee.

Several members of the Brilliant Environmental Services team continue to participate in NJDEP stakeholder groups and professional committees that help shape site remediation policy throughout New Jersey. This involvement allows our staff to remain informed about current regulations and evolving industry practices.
