Preliminary Assessments for Child Care Licensing
New Jersey regulations require a Preliminary Assessment (PA) prepared in accordance with N.J.A.C. 7:26E and reviewed by a Licensed Site Remediation Professional.
The purpose of the assessment is to identify current or historical environmental conditions that could affect the property and determine if additional investigation or remediation is necessary before licensing.
Our Preliminary Assessments typically include:
- Property history research
- Site inspection
- Review of historical land use
- Evaluation of Areas of Concern (AOCs)
- Playground surface evaluation when required
- Coordination with regulatory agencies
- Recommendations for additional investigation, if necessary
If no additional remediation is required, our LSRP will issue a Response Action Outcome (RAO) to satisfy the environmental requirements for licensing.

Safe Building Interior Certification (SBIC)
Some child care centers and educational facilities must obtain a Safe Building Interior Certification (SBIC) from the New Jersey Department of Health. An SBIC may be required when:
- The building was constructed before 1979.
- The property has a history of industrial, storage, or other high-hazard uses.
- The property is located on or near a contaminated site.
- The facility is referred by the Department of Health, Department of Environmental Protection, Department of Children and Families, Department of Education, or a Local Construction Official.
- The center shares a building with uses such as a dry cleaner or nail salon.

Indoor Environmental Health Assessments (IEHA)
Certain educational facilities may require an Indoor Environmental Health Assessment (IEHA) during renovations, additions, building conversions, or demolition projects.
Brilliant Environmental Services is licensed by the New Jersey Department of Health to perform IEHAs and works with qualified contractors to coordinate additional testing when required, including:
- Lead-based paint
- Asbestos
- Radon
- Other environmental concerns identified during the assessment
Lead and Copper Water Testing
New Jersey regulations require licensed child care centers served by a public community water system to complete lead and copper water testing and submit the results to the Department of Children and Families.
Brilliant Environmental Services has completed water sampling and reporting for more than 100 child care centers since these requirements were implemented. Our team can perform the sampling, prepare the required documentation, and help your facility satisfy the reporting requirements.
Assistance with Available Reimbursement
The State of New Jersey has authorized reimbursement of up to $1,500 toward the cost of Preliminary Assessments for eligible licensed child care facilities through the Hazardous Discharge Site Remediation Fund (HDSRF).
When applicable, Brilliant Environmental Services assists child care providers with preparing the documentation needed to apply for available reimbursement.
